Mirrlees Fields – Stockport Metropolitan Borough Council

Outline planning permission for 200 dwellings, including 50% affordable housing, at Mirrlees Fields in Stockport was allowed at appeal in January 2024. Ben Pycroft acted as the housing land supply witness for the Appellant at the public inquiry, which was held in October-November 2023. Whilst the Council argued that it could demonstrate a 4.29 year supply, the Appellant’s case was that the Council could only demonstrate a 2.77 year supply. The Inspector agreed that the Council’s assessment of its supply position was over-optimistic, concluding that the Council could only demonstrate a 3.78 year supply, a significant shortfall against the requirement. As such, the presumption in favour of sustainable development was applied. In allowing the appeal, the Inspector attached very significant weight to the provision of market and affordable housing, particularly in the context of the significant shortfall.
