West Kirby, Wirral

A positive planning decision for West Kirby, Wirral. After a 5-day Public Inquiry that generated extensive local interest, planning permission has been granted by the Planning Inspectorate for the construction of 39 new homes on Grange Road.

Despite the initial refusal by the Council on Townscape concerns and the identification of the site as Greenspace in the emerging Local Plan, the Inspector agreed with the Appellant that the proposal aligns with the adopted development plan, was not premature in the context of the emerging plan and brings numerous benefits, including much-needed market and affordable housing.

No. 5 Chambers’ Thea Osmund-Smith and Odette Chalaby provided excellent counsel for the Appellants, while Ben Pycroft and Rawdon Gascoigne of Emery Planning, Colin Barnes of Barnes Walker, and James Stacey of Tetlow King presented evidence in respect of housing land supply and overall planning balance, townscape and visual impacts, and the importance of affordable housing.

The wider application team included E*SCAPE Urbanists as master planners, SCP on highways matters and Avian Ecology who all provided valuable input.

This successful outcome emphasises the importance of a thorough approach and evidence-based decision-making. We look forward to working on the delivery these much-needed new homes and the wider associated benefits for the local community.
