Land off Moss Lane, Macclesfield

Purpose of this Consultation

A planning application for residential development on land off Moss Lane, Macclesfield was submitted to Cheshire East Council in 2020 (LPA ref: 20/4065M).

The planning application related to proposals by Copperleaf Group Ltd and Jigsaw Homes Group for the following works:

“Erection of 18 no. 100% affordable apartments within 2 no. blocks with associated access, parking, landscaping and other works.”

The application was refused planning permission on 16 December 2022. Copperleaf Group Ltd and Jigsaw Homes Group lodged an appeal against this decision. The appeal will be determined by a Planning Inspector appointed by the Secretary of State. The appeal reference is APP/R0660/W/23/3324158.

The Planning Inspectorate is yet to issue a ‘Start Letter’ for the appeal confirming the procedure and timescale for how the appeal will proceed. Once this has been issued, Cheshire East Council will notify interested parties in of the planning appeal and the Council will explain how interested parties may submit representations directly to the Planning Inspectorate.

We are carrying a separate consultation with the local community on revisions to the proposals. Our consultation will not affect the notification to be issued by the Council in due course, and interested parties will still be able to make comments on the appeal directly to the Planning Inspectorate.

The planning application 20/4065M was supported by several plans and documents. Our client has submitted additional information through the planning appeal submission to the Planning Inspectorate, and they also wish to amend elevation and floorplan drawings relating to the main apartment block proposed. We wish to notify you of this additional information and provide you with the opportunity to make comments on this new information.

In terms of the drawings for the main apartment building proposed, which would accommodate 12 no. apartments, our client wishes to substitute the submitted elevation and floorplan drawings submitted with the planning application with new elevation and floorplan drawings. The only change shown on these new drawings is that the rear elevation westward-facing windows have been made slightly larger (windows to the apartments labelled as A2, A3, A4, A8, A9 and A10). This change is intended to address the Council’s expressed concern about the amount of light entering these apartments.
