Land at Victoria Road, Horwich – This consultation has now ended

Purpose of this consultation

An outline planning application for the development of Land at Victoria Road, Horwich was submitted to Bolton Council on 1 December 2017 (LPA ref: 02434/17)

The planning application relates to proposals by Peel Investments (North) Limited (“Peel”) for the erection of up to 300 dwellings with associated works (access details only). The application was refused on 29 June 2018. Peel has submitted an appeal against that decision. The appeal will be determined by an Inspector appointed by the Secretary of State.

A public inquiry into the appeal will be held and is scheduled to open on 2 July 2019 and to run for 4 days. The appeal reference is APP/N4205/W/18/3210299.

The planning application was supported by a parameters plan and an illustrative layout. Peel has produced revisions to these plans, and it is Peel’s intention to submit them to The Planning Inspectorate for consideration as part of the appeal process as alternative options to the illustrative layout plan and parameters plan submitted with the application. The following table clarifies which plans would be revised:

As the application is now subject to an appeal and will be determined by an Inspector on behalf of the Secretary of State, and it is necessary to ensure all parties have the opportunity to comment on the revised alternative plans, the appellant is making the documents available for comment for 21 days from 13 May 2019.

Comments can be provided by 4 June 2019 via email to info@emeryplanning.com or in writing to: Victoria Road Consultation, Emery Planning, 1-4 South Park Court, Hobson Street, Macclesfield, Cheshire, SK11 8BS. You can also respond using the website form at the bottom of this page.

If you have previously provided comments on the application, it is not necessary to reiterate these comments as they will still be taken into account; but if you wish to re-state or replace your representations, or provide comments on the revised plans, please provide comments following the means above.

This procedure has been agreed in advance with The Planning Inspectorate, which is co-ordinating the public inquiry. The case officer at The Planning Inspectorate is Robert Wordsworth (Robert.Wordsworth@planninginspectorate.gov.uk).

The information you provide will be stored securely until completion of the project, after which this information will be deleted. Consultation responses will be made available to Bolton Council and The Planning Inspectorate. It will not be forwarded to any other third parties. You can contact us at any time to request the deletion of your information.

Anything you submit as part of this consultation may be posted on Bolton Council or The Planning Inspectorate websites so you may wish to take steps to prevent identity fraud such as not using a hand-written signature or displaying a telephone number. Where certain statements may be seen to be discriminatory or defamatory and may be actionable, the Council and/or The Planning Inspectorate will blank out these parts for the purposes of electronic and paper files. Representations can be made available for public inspection in accordance with the Local Government (Access to Information Act) 1985, even if marked confidential or similar.
