Land north of Ashbrook Lane, Abbots Bromley

Purpose of this Consultation

Emery Planning will shortly be submitting an outline planning application on behalf of The Strategic Land Group for the construction of up to 50 homes, together with public open space and associated works.

The development team has worked together to create a vision for the site and a masterplan that responds to the character of the area. The scheme would be landscape-led whilst ensuring the effective and efficient use of the land to help meet unmet housing needs. The proposed development would provide much-needed family housing and affordable homes.

This website provides details of the proposed development and seeks comments from the local community. This is an opportunity for you to provide us with your views and ideas to help inform the final scheme prior to submission of an outline application to the local planning authority.

The Site

The site is located to the north of Ashbrook Lane. It sits to the east of the village, adjacent to existing housing and to the south and west.

The site comprises approximately 2.43 hectares of land that is currently in agricultural use (grazing). Two derelict agricultural buildings lie within the site, just to the north of Ashbrook Lane. The site’s boundaries are marked by existing hedgerows interspersed with trees. A brook is located to the east of the site. The area of the site proposed for development is entirely outside the area at risk of flooding.

A range of services and facilities are located in the village within walking distance of the site. Public transport is also available nearby, with regular services between Burton and Uttoxeter. The site therefore represents an accessible and sustainable location for development.

The Proposal

It is intended that an outline planning application will be submitted to the local planning authority for up to 50 dwellings.  Details of access would be submitted at the outline stage.  Other detailed matters relating to layout, appearance, scale and landscaping would be dealt with through a subsequent reserved matters application.

A high level, concept masterplan has been developed by the development team to show potential parameters for the development (e.g., the approximate locations of green infrastructure and development parcels). This has been prepared following an extensive analysis of the existing form and character of the village.

40% of the proposed new homes would be delivered as affordable housing and all of the dwellings would be accessible and capable of adaption to meet the needs of those with limited mobility in accordance with current planning policies. Whilst the final housing mix would be reserved for later approval, a variety of types and sizes of homes could be provided to meet different needs, including bungalows and dwellings specifically intended to meet the needs of older people. We would welcome your views on any specific local needs which the proposed development could help to meet

The concept masterplan shows how approximately 50 dwellings can be comfortably accommodated alongside new green and blue infrastructure. The proposals would also:

  • Retain hedgerows and boundary vegetation throughout the site, with the exception of a small section to be removed for access;
  • Reinforce existing planting with green corridors adjacent to hedgerows;
  • Provide carefully landscaped surface water infrastructure;
  • Deliver a 10% net gain in biodiversity on site;
  • Create landscape buffers to the north and east; and
  • Provide well-designed public open space, including a play area and village green

Design would be reserved for later approval. However, the design parameters would ensure the delivery of a mix of high-quality homes, including a mix of dual-aspect houses to provide natural surveillance and header/focal homes at the head of key vistas to create interesting street scenes. The materials proposed would be sympathetic to the character and appearance of the immediate surroundings. The proposed homes would benefit from driveways and private gardens.

Vehicular access to the site would be taken from Ashbrook Lane to the south. It is envisaged that footpaths will front the site and connect to the public open space and residential properties beyond. Any other matters relating to access, including the internal layout, would be reserved matters. We’re also undertaking discussions with Staffordshire County Council regarding the proposed development.

The proposal would deliver a new children’s play area, which would be readily accessible to existing residents and would be framed by public open space within the setting of a mature oak tree, which would be retained. Further recreational walking opportunities would be provided within the site. The provision of new open space and a children’s play area is a significant benefit of the proposed development.

Any outline planning application made to the local planning authority would be accompanied by a full suite of supporting technical documents including Landscape and Visual Impact Assessment, Flood Risk Assessment, Transport Assessment, Ecological Surveys and Biodiversity Net Gain Assessment, Ground Conditions Reports and Tree and Hedgerow Assessments.

Benefits of the Development

The proposed development would result in a number of social, economic and environmental benefits for the local community. These would include:

  • The provision of much needed homes, including high quality family homes, to create mixed and sustainable communities.
  • The delivery of affordable housing (40%) to meet significant local needs.
  • The provision of new open space, including a local play area, which would be accessible to both new and existing residents.
  • The provision of new habitats to deliver a 10% net gain in biodiversity.
  • The creation of jobs on-site and within the supply chain during the construction phase.
  • An increase in local spending from new residents in the local area once the house are occupied, contributing to maintaining existing services within the village and the wider area.
