Purpose of this Consultation
Emery Planning are preparing to submit an outline planning application for the construction of up to 205 new homes, associated landscaping and drainage infrastructure on land west of Crewe Road, Shavington.
The development team, in collaboration, has carefully designed an illustrative masterplan which will sensitively respond to the character of the area. The scheme would be landscape-led whilst ensuring the effective and efficient use of the land to help meet unmet housing needs. The proposed development would provide much-needed family housing and affordable homes.
Prior to submission of the application to the local planning authority, we are seeking comments from the local community. This is an opportunity for you to provide us with your views and ideas to help inform the final scheme.
The Site
The site is located adjacent to the northern settlement boundary of Shavington-cum-Gresty and comprises approximately 8.8 hectares of grassland used for the occasional grazing of horses.
Whilst the site is designated as a Strategic Green Gap for the purposes of the Cheshire East Local Plan, it is well contained, bounded by Shavington to the south and west, Crewe Road to the east, and existing commercial development to the north. Swill Brook runs parallel to the southwestern boundary.
There are a range of services and facilities in the village within walking distance of the site. Public transport is also available nearby. The site, therefore, represents an accessible and sustainable location for development.
The Proposal
It is proposed to submit an outline planning application for up to 205 dwellings. Details of access would be submitted at the outline stage. Matters relating to layout, appearance, scale and landscaping would be dealt with through subsequent reserved matters applications.
An illustrative masterplan has been prepared which shows how up to 205 new sustainable homes could sit comfortably within the site. 30% of the proposed new homes would be delivered as affordable housing, which would contribute towards the Council’s significant unmet need for affordable homes.
A variety of types and sizes of homes would be provided to meet different needs. It is envisioned that the proposal would consist predominantly of 2-storey dwellings, with driveways and private gardens, constructed in a material palette that is in keeping with the character of the area. All new dwellings would be accessible and adaptable and would meet Nationally Described Space Standards, providing future-proof homes. We would welcome views on any specific local needs which the proposed development could help to meet.
Biodiversity Net Gain: the development will include measures to improve local biodiversity, including ecological enhancements, retaining existing trees and hedges, and introducing additional green and blue infrastructure.
Landscaping would be central to the design. As many boundary trees and hedgerows would be retained as possible and existing planting would be reinforced by new green infrastructure to provide tree lined streets and corridors. To manage surface water effectively, reduce surface water flood risk and enhance the local drainage network the development will incorporate a comprehensive Sustainable Drainage System (SuDS).
The proposals will also provide new areas of public open space, including a dedicated children’s play area.
A new improved site access will be created off the B5071 (Crewe Road) to provide safe and efficient vehicular access. New footpaths and cycleways will link the site to the wider network, promoting connectivity and active travel.
The outline planning application would be accompanied by a full suite of supporting technical documents, including (but not limited to) a Landscape and Visual Impact Assessment, Flood Risk Assessment, Transport Assessment, Ecological Surveys and Biodiversity Net Gain Assessment, Ground Conditions Reports, and Tree and Hedgerow Assessments.

Site Benefits
The proposed development would result in a number of social, economic and environmental benefits for the local community. These would include:
- The provision of much needed homes, including high quality family homes. Delivery of 205 high-quality sustainable homes.
- The delivery of affordable housing (30%) to meet significant local needs.
- Provision of accessible Public Open Space and Green Infrastructure, including a dedicated children’s play space, which would be accessible to both new and existing residents.
- Retention of existing commercial units and the creation of jobs on-site, within the supply chain during the construction phase.
- An increase in local spending from new residents in the local area once the house are occupied, contributing to maintaining existing services within the village and the wider area.
- The provision of a new sustainable drainage system and the introduction of surface water attenuation.
- Ecological enhancements through Biodiversity Net Gain.
- Financial contributions through CIL and S106 payments that will directly support new improved local infrastructure and services.
