Land at Knowle Farm, Blackburn Road, Chorley

Purpose of this Consultation

Emery Planning is submitting a full planning application on behalf of Persimmon Homes for the construction of 235 homes, together with public open space, access and associated works.

Planning Background

The site is allocated for development in the adopted Chorley Local Plan (HS1.8 -Botany Bay/Great Knowley) – extract below.

The Botany Bay Business Park to the west of the canal has been developed with the land to the north of the site under construction. This application is to bring forward the residential element of the allocation. The site is also carried forward for allocation in the draft Central Lancashire Local Plan for 246 dwellings (HS2.11 -Great Knowley).

The Site

The site is located west of Blackburn Road, Chorley and covers an area of 29 hectares. It is bordered by Blackburn Road with existing residential development to the east, the Leeds and Liverpool Canal and Botany Bay to the west and the employment development to the north. The site slopes from Blackburn Road down to the canal.

The Proposed Development

It is proposed to develop 235 homes on the site, 70 of which will be affordable homes.  From a total site area of 29acres, the proposed development has a net developable area of 16.22acres. The proposal has been developed as a landscape led layout set within a green infrastructure network which will include POS, ecological enhancements and drainage attenuation.

Vehicular access will be gained via Blackburn Road with the road layout creating a central green space in the heart of the development with a further area of open space fronting onto the canal. Properties have been designed to overlook both these areas of green space. This internal road will serve a series of smaller streets and driveways.

Please note: The leaflets currently in circulation list areas in hectares. The correct unit should be acres. We apologies for any confusion.

The layout has been founded on good practice urban design principles and sustainable development. The proposals comprise:

  • The site can deliver 235 homes arranged across a well-considered layout. 70 of these homes will be affordable.
  • The retained areas have been incorporated into the wider green and blue infrastructure network comprising green and open space, attenuation and parks.
  • Existing trees and hedgerows have been preserved where feasible with additional planting provided across the development
  • A layout that promotes high quality active travel experiences and connectivity
  • The orientation of frontages along routes and POS to provide passive surveillance and enhance perceived safety
  • Active travel only access points onto Blackburn Road and the Canal to integrate the site with the surroundings and promote sustainable travel modes
  • The road layout has been carefully arranged so to enable the addition of potential future access points to the remainder of the allocation.

The dwellings would consist of predominately 2-storey dwellings (with the potential for 2.5 storeys at key vistas and corners) in-keeping with the character of the existing town and the adjacent residential development. The materials proposed would be sympathetic to the character and appearance of the immediate surroundings. The proposed homes would benefit from driveways and private gardens.

Benefits of the Development

The benefits of the proposed scheme are compelling. In summary:

  • The delivery of the site would bring forward the residential part of the allocated site in the Chorley Local Plan and assist with the shortfall in deliverable housing land across the authority area.
  • The proposed scheme would help address unmet affordable housing needs.
  • The new homes will be energy efficient which will help to lower household bills.
  • The site is in a sustainable location and in easy and convenient walking distance of services and facilities in the locality as well as on the existing bus route.
  • There would be economic benefits arising from the proposed scheme:
  • the creation of jobs in construction and the supply chain;
  • housing economically active people to meet the authority’s economic aspirations and jobs growth targets; and
  • increased household spending in the local area.
  • The scheme includes the delivery of high-quality landscape led layout with open space, play and green infrastructure to the benefit of existing and future residents.
  • The scheme would deliver a minimum 10% biodiversity net gain.
