Purpose of this Consultation
The purpose of this consultation is to inform the local community of the proposed development on behalf of the landowner for a forthcoming outline planning application for circa 80 dwellings together with public open space, sustainable urban drainage, access and associated works.
The Site
The site is located on land west of Station Road, Lostock Gralam. Whilst the site extends to approximately 3.7 hectares, the proposed developable area is roughly 1.9 hectares.
The site is currently grassland in equestrian use, with buildings and areas of hardstanding on the northern part. Lostock Gralam railway station is immediately to the south, with the railway line forming the southern boundary. The site would have direct access to the local highway network via Station Road, a footpath/cycle connection is proposed to Fitton Street create links to local services and facilities within walking and cycling distance.
The Proposal
The proposal is for an outline planning application for up to 80 dwellings, with all matters reserved except access. The illustrative masterplan shows how development could be accommodated while retaining key landscape features and maintaining the separate identities of Lostock Gralam and Northwich.
Although detailed matters will follow through a separate application, it is envisaged that the proposals would consist predominantly of 2 storey dwellings (with the potential for 2.5 storey dwellings at key corners and gateways), in-keeping with the existing character of Lostock Gralam. The proposed dwellings will benefit from both private and public amenity spaces.

Key elements include:
- Detailed vehicular access from Station Road
- Pedestrian and cycle link onto Fitton Street.
- Provision of green and blue infrastructure, particularly to the western edge to provide a robust green buffer.
- A density of 40 dwellings per hectare which meets the Government’s emerging policy for higher density development close to rail stations.
- 30% of homes would be affordable homes.
Site Benefits
The development would deliver a range of planning, social and economic benefits, including:
- Housing delivery
- Provision of up to 80 new homes in a sustainable location.
- Contribution toward addressing a significant housing land supply shortfall.
- Affordable housing
- Delivery of 30% affordable housing (up to 24 units), helping meet identified local need.
- Sustainable Housing
- Compliance with the Future Homes Standard, maximising insulation, air tightness and heat recovery
- Including domestic energy generation, low carbon technologies and electric vehicle charging points
- Economic benefits
- Creation of construction jobs and supply chain benefits during the build phase
- Increased local spending by future residents, supporting local shops and services.
- Sustainable location
- Development in a well-connected location, close to public transport and local services.
- Green infrastructure and open space
- Provision of new public open space and recreational areas.
- Retention of existing trees and hedgerows, supported by new landscaping.
- The scheme would deliver a minimum 10% biodiversity net gain.
